Among the six cities, Hong Kong has the lowest GERD as a percentage of GDP, at 0.92%, which is much lower than the other five GBA cities31 (Table 2.3). 2.2.3 The Patent Cooperation Treaty (PCT) international patent application is one of the indicators that can reflect the technology and innovation capabilities of an economy. In 2019, Shenzhen applied for 17,459 PCT international patent rights, making it one of China’s most active technology and innovation cities, a number that is far ahead of other cities in the GBA. Hong Kong has only 500 PCT international patent applications, which is far behind Shenzhen, Dongguan and Guangzhou (Table 2.3).
