Welcome to The Hong Kong University of Science and Technology. On behalf of the University, the Off-Campus Housing Section of the Student Housing & Residential Life Office has arranged two apartments namely, Wan’s Lodge and 308 Tai Po Tsai Apartment, for your accommodation. Your apartment is your community in the coming year where you will spend your time studying, relaxing, making friends and learning the various aspects of life and culture from your fellow housemates. The University believes in total and holistic education. Apartment living is a desirable part of studies. It provides opportunities for you to learn to mix with fellow housemates of different cultures and backgrounds harmoniously that may lead to long-term friendships and business associations. Each resident is charged with the responsibility to act honorably and to hold fellow housemates to the same standard. The purpose of this handbook is to help you understand the facilities and services that are available in each of the two apartments stated above. It also explains to you the Apartment Rules and procedures to be taken under emergency situations. Your effort in complying with the Apartment Rules and maintaining a harmonious environment for every resident in the apartment is highly appreciated. Do make full use of this handbook and we hope that you will have an enjoyable and fruitful stay in the off-campus apartments in the coming year. Introduction 1

Residential Terms and Conditions 1. Interpretation In these Terms and Conditions: “University” means the Hong Kong University of Science & Technology. “DST” means the Dean of Students. “SHRLO” means the Student Housing and Residential Life Office. “OCHS” means the Off-Campus Housing Section of SHRLO. “Apartment” means any of the off-campus apartments rented by the University. “Manager” means a person authorized by the Head of SHRLO to perform functions and duties in relation to the management of the apartment. “Resident” means a full-time student of the University who is authorized to reside in the apartment by SHRLO. 2. Compliance with Terms and Conditions A resident shall observe and comply with these Terms and Conditions, with the Apartment Rules, with any reasonable order of the Manager, and whenever appropriate with the general regulations of the University. 3. Payment of Charges Each resident shall pay the rent, utility and any other appropriate charges in accordance with the rates of charges and the general conditions and methods of payment for the time being in force. All charges paid are non-refundable and non-transferable. 4. Privileges of Residents A resident who has paid all charges, shall, subject to the provisions of Clause 10, be entitled to reside in the apartment and use its facilities during the paid period. 2

5. Visitors 5.1 A resident may invite visitors to the apartment subject to the conditions stipulated in the Apartment Rules. 5.2 The Manager may prohibit any visitor or any person who is not an authorized resident of the apartment from entering the apartment, or ask him/ her to leave the apartment at any time. 6. Responsibility for Injury and Damage 6.1 The resident shall make good or pay on demand for any damage or loss done to the furniture, fittings and property of the apartment for which he/ she resides in. 6.2 Neither the University nor SHRLO shall be responsible for any loss of or damage to whatsoever items brought into the apartment by the resident. Residents are strongly advised to consider arranging their own property insurance if deem necessary. 7. Inspection of Apartment 7.1 The Manager reserves the right to authorize entry into any rooms of the apartments with or without prior notification to the resident for the purpose of ensuring proper care, maintenance and safety of the facilities; to make necessary repairs; or to investigate violations of the Apartment Rules. Effort will be made to give advance notice as far as possible when room entry is necessary. A Room Entry Formwill be left behind in the apartment to inform the resident(s) if entry into the apartment / bedroom(s) is/are necessary in the absence of the resident(s). 7.2 Routine apartment inspection will be carried out from time to time during the course of the Residential Year. In addition, a major pre-checkout inspection will be arranged 1-2 weeks prior to the last day of the residential period to check the conditions of the furniture, fittings and properties in the apartment / bedroom(s). Residents are reminded to keep all the aforesaid items in good conditions and report any loss or damage to OCHS immediately after the pre-checkout inspection or else they will be held responsible should there be any damage or loss found upon checkout. 3

8. Check-out 8.1 Check-out procedures MUST be completed IN PERSON by returning all keys issued to staff of OCHS and signing on the check-out record. Resident vacating the apartment before the check-out date stated in the Offer Letter should inform the Manager and arrange for the necessary procedures BEFORE leaving the apartment. 8.2 Upon expiry of residency, a resident shall vacate the apartment/ bedroom and remove all personal properties from it immediately. Any personal item found after the expiry of residency will be discarded. Neither the University nor SHRLO shall be liable for any loss of or damage to such property. 9. Penalty for Late Check-out A fixed penalty of HK$100 per person per night PLUS the daily rent incurred due to late check-out will be levied on those who fail to observe the check-out date as stipulated in the Offer Letter and vacate the apartment on time. Both charges continue to apply until the resident concerned completes the proper check-out procedures as stipulated in Clause 8.1. 10. Discipline 10.1 The Manager may suspend or terminate the residence of a resident for violation of the Residential Terms and Conditions or the Apartment Rules. 10.2 The Manager may confiscate any appliances or items which according to the Apartment Rules are not allowed to be brought into the apartment, or any equipment used in such a way as to disturb or endanger others. 10.3 The Manager may suspend or terminate, with or without notice, the residence of a resident when there is reason to believe that the person’s residence will lead to behaviour incompatible with the orderly operation of the apartment. 10.4 No refund of any charges paid will be made for suspension or termination of residence imposed as a disciplinary action. 10.5 A resident may appeal to the Head of SHRLO against any findings of the Manager regarding the penalties imposed on him/ her with respect to the Residential Terms and Conditions or the Apartment Rules that he/ she has violated. Occupancy 1.1 Accommodation in the off-campus apartments is provided to residents for the specific purpose of personal residence. Use of the premises for any other purposes is prohibited. 1.2 Accommodation is solely for the use of the resident. Private transfer or trading of bed space is strictly prohibited. Dress Code 2. Residents should be decently attired at all times inside the apartment. T-shirt and shorts are the minimum requirement. Change of Bed Space 3. Change of room/ bed space is not allowed except with the permission of the School of study AND SHRLO. Residents found changing room/ bed space privately will be penalized as appropriate. Keys 4. A resident shall be responsible for the keys assigned for his/ her use. Apartment keys are not to be duplicated, loaned or furnished to anyone. Smoking 5. Smoking is strictly prohibited in all parts of the apartments. Fire Hazards 6.1 Possession of chemicals, explosives or highly combustible materials that are potentially dangerous or damaging is prohibited. 6.2 Naked flames, including candles and incense, are prohibited in all parts of the apartments. Cleanliness 7.1 It is the responsibility of the resident to keep his/ her apartment, bedroom and the common facilities clean and tidy. 7.2 It is the joint responsibilities of all residents in the same apartment to keep the common areas clean and tidy. Residents should discard their domestic rubbish at designated refuse collection points located in the village. Noise 8. A resident shall not generate any sound or noise that will disturb other residents or the neighbours, particularly between 11:00 pm to 9:00 am of the following day. Apartment Rules 6

Furniture, Fittings and Fixtures 9.1 A resident shall not interfere with existing fixtures and fittings or install new fixtures or fittings to the apartment or the bedroom. 9.2 A resident shall not affix nails, spikes, tacks or any other things on or drive the same into any wall or floor or any fixture, fittings or furniture in any part of the apartment. 9.3 Furniture and equipment of the apartment must not be moved from one apartment to another, except with the permission of OCHS. 9.4 A fixed penalty of HK$500 will be levied on residents who damaged and/ or tampered with any fixture, fittings or furniture. In addition, residents involved shall be responsible to bear the cost for making good or replacing the item(s) concerned. Decorations and Display of Materials 10. Decorations or display materials which deface surfaces or cause obstructions are prohibited. Passageways 11. Passageways and stairs within the apartment building are to be kept clear of equipment, furniture, trash and other kinds of personal items at all times. Drugs 12. A resident shall not bring into the apartment or permit to be brought into the apartment any dangerous drugs as defined in Section 2 of the Dangerous Drugs Ordinance (Cap. 134). Alcohol 13. Consumption or storage of alcoholic beverages is not allowed in the apartment Gambling 14. A resident shall not engage in any forms of gambling or permit such gambling to take place in the apartment. Pets 15. A resident shall not bring or rear animals of any kind in the apartment. 7

8 Visitors 16.1 A resident may invite visitors to the apartment during the visitor hours between 9:00 a.m. – 11:00 p.m. 16.2 A visitor is not allowed to stay overnight in the apartment, except in special circumstances and with the prior permission of the Manager. 16.3 A visitor must be accompanied by his/ her host during his/ her stay in the apartment. 16.4 A resident who invites a visitor to the apartments shall be responsible for the conduct of his/ her visitor while the visitor is in the apartment and any charges incurred by the visitor. Disruptive Actions and Behaviours 17. Actions or behaviours that disturb other residents or the orderly operation of the apartments and the neighbourhood; or that threatens the health and safety of self or other residents; or that unreasonably interfere with other residents’ normal use of facilities are prohibited. Breach of Rules 18.1 A resident will receive a warning if he/ she fails to observe any of the Apartment Rules and the above said Residential Terms and Conditions. The Manager may suspend or terminate his/her residency immediately if the resident has received three warnings or when the violation is serious. 18.2 All warnings will be copied to the respective School of which the resident belongs to for record and deliberation. Interpretation of Rules 19. The Manager shall have the authority to interpret these rules.

Provisions and Services a) Furniture and Facilities: The following items are provided in the apartments respectively. Residents should check and indicate their availability, quality and conditions on the Inventory List that is provided in the checkin package. Residents should complete the Inventory List with care as they will be held responsible for compensating any loss or damage done to the furniture and facilities upon check-out. b) Keys: Each resident is provided with a set of keys upon check-in. These include: Wan’s Lodge 308 Tai Po Tsai Item no. You MUST NOT duplicate the keys. In case of loss or damage, report to OCHS immediately. Replacement of keys will be issued upon payment of a fee (HK$100 per key). Meanwhile, you have to arrange with your roommate or other apartment residents for entry into the apartment or your room. Residents requesting for door opening service will be charged at HK$50 per request. Please understand that door opening can only be arranged during office hours and arrangement may not be made immediately upon request. You MUST return your keys to OCHS in person at the end of the Residential Year or when you vacate the room. You would be charged for any lost/ damaged key at HK$100 per key. 11

c) Cleaning and Garbage Disposal: OCHS will arrange contract cleaner to clean the common areas of the apartments at the end of each month. Despite such arrangement, it is still the responsibility of the resident to clean his/ her bedroom. It is the joint responsibility of the residents in the same apartment to maintain the cleanliness of the common areas in the apartment including kitchen, bathroom, sitting room and the stairs. Residents have to dispose of garbage or unwanted items by themselves. You must put the garbage in plastic bags, tie them properly and place them at designated refuse collection points in the village. Do NOT place garbage bins or leave garbage in any common areas, both inside and outside the apartment. d) Repair and Maintenance: Residents should report immediately to OCHS any defective furniture and fittings upon noticing. To report defects, apartment coordinator could submit the Defect Report Form by scanning the QR code beneath and send it to offcamphouse@ust.hk via the apartment coordinator. OCHS will arrange repair and maintenance upon receiving the defect report. Please understand that it will take at least a few days for the defects to be rectified by the contractor or even longer if replacement of the entire defective item is required. OCHS will keep you informed of the replacement progress in a timely fashion. 12

Whenever you are the last person leaving the apartment: Whenever you leave your bedroom and/or apartment: Security and Safety a) Personal Safety If you plan to leave Hong Kong for a while, it would be advisable to inform your housemates and/or staff of your academic department of your whereabouts. b) Apartment Safety and Security Fire extinguisher and fire blanket are provided in the kitchen of each apartment. Please be reminded that the devices are for EMERGENCY use only. Penalty will be levied on tampering with safety devices. Do not leave valuables such as wallets, PCs, mobile phones, etc. in your room or in the apartment unattended. Do not keep large sums of money, jewelry or valuable items in your room/ apartment. Residents are only allowed to use electrical devices that comply with the Electrical Safety Regulations of Hong Kong. Unsafe electrical devices may be confiscated when found. Residents are strongly advised to consider arranging their own property insurance if deem necessary. c) Typhoon and Rainstorm When there is a typhoon or rainstorm signal, take necessary precautions and make sure all loose items are properly fastened and ALL windows are CLOSED. When typhoon signal No. 8 or above is hoisted, stay indoors. As dining services may not be available in nearby shoppingmalls and restaurants, do stock up some food when signal No. 3 is hoisted. When a black rainstorm signal is hoisted, stay INDOORS wherever you are and do not leave the building until the signal is lowered and the condition is SAFE for you to go out.
