Master of Public Management Program (MPM) 2024-25

Unlike traditional Master in Public Administration programs, the MPM places an emphasis on knowledge, habits of mind, analytic skills and managerial capabilities that are highly transferable across sectors and policy domains. The program is designed for mid-career professionals, with at least three years of work experience, who wish to upgrade or update their understanding of public policy and strengthen their leadership and management skills. The program can also meet the demand for managers and professionals working in the non-profit or private sector who wish to gain knowledge and insights about decision-making and implementation in the public sector. While most of our students, especially those from the civil service, will seek career advancement opportunities in their current organizations, graduates from this program will be sought after for work in governments, in the part of the private sector that work with governments, and in the fast-growing sector of domestic and international non- governmental organizations. The MPM will equip them with a skillset that enables them to move across these sectors – as competent managers and potential leaders. Prof. Pauline NG, SBS Director, Hong Kong Policy Research Centre, Tianda Institute Adjunct Professor, Division of Public Policy, The Hong Kong University of Science and Technology Former Secretary-General, Legislative Council Secretariat “The MPM program is well-positioned to equip civil servants and those in utility companies and IT consultants to pursue our dream in making Hong Kong a liveable city that will bring sustainable benefits to our people.” 4 Prof. Anthony CHEUNG, GBS, JP Research Chair Professor, Department of Asian and Policy Studies, The Education University of Hong Kong Adjunct Professor, Division of Public Policy, The Hong Kong University of Science and Technology Former Secretary for Transport and Housing, HKSAR Government “The MPM program should prepare students for senior management roles in organizations providing public services or having frequent interactions with the public sector… It can provide students with an interdisciplinary study with a strong emphasis on the policy, management and governance issues concerning technological innovation and sustainability.” BUILDING CAPACITY FOR IMPACT IN PUBLIC SERVICE
